tapimanager to make call phone application

Hiiiiiiiii, i try to make a call phone application by using c# code .
and i writ my code but it give my error when rich to this code
line.Open(MediaModes.DataModem); and the error is lineopen failed[0X8000002F]invalid media mode..
i notice when i create my network like the site explain that when i connect the chord to my laptop the phone stop working and the internet also stop working .
i do not know what should i do.i use windows 8 and i go to control panal then phone but i do not know what should i do
