Your question could be interpeted quite strange. You could fix it with a moviemaker before you upload it? Do you mean that you would only allow a certion size? We need more info

Solution 1

The open file dialog lets you specify a file. If you want to cut the size of a video, you have to re-encode it, and probably either make it a lot smaller, or a lot shorter. You need libraries to support doing this.
