If you have an IP address, you can use it in your connection string. I am not sure what you mean by 'telephonic IP', an IP address is an IP address, regardless of the device that is connecting to the web.

first i need explain to you my task sir, i have installed a vb.net project in client location that's used for stored school student details and also their admin details... i mean thats a offline project. but i need connect that sql database in online now.... is there any option pls help me

Your SQL database needs to be housed somewhere that is visible over either a VPN or the internet. Then, your 'offline' location needs to be connected to that network. How else could it work ? They need to be one the same network ( which may be the internet ) to talk to each other

It has literally nothing to do with .NET. It has to do with connecting computers to one another in a more secure way than just opening things to the whole internet.

This is not a coding task. I repeat. You need a network connection between SQL Server and your app. That is all there is. Then you provide a connection string that works across that network. There is no code to write, your connection string contains all the details you need.
