Dont use Windows forms is proberbly one good answer. Use WPF and Blend to generate designer based applications.

WPf has the ability to separate the UI from the code, while WinForms does not. But WinForms is easyer to use for beginners, as the disigner flexibility gives WPF coplexety for developers.
