Solution 1

Platform choice depends on the machines you will be deploying to and not on what you are building.

Fundamentally there is no difference between c# and Java as they do the same things in your context.

The real question is what is your capabilities, which you are more comfortable with, and which platform (windows, linux, mainframe etc.) you will be deploying to.
