Paid Online MySQL Database and VB2008

Right now I have a free Online MySQL Database, the problem that i have is that the fetching of data is very slow. I think the problem is the internet traffic that this server is handling because of the fact that it is free i believe there are so many programmers that are using it.

My question is, if i will paid for MySQL Database Server would it be fast when it comes to connection?

And what would be the best server that you know..

Any comments and answers would be greatly appreciated. This is my big problem for quite some time now.
