3D Simulator of Crane System

Hello All,

I have a requirement to develop an application to simulate the crane system.
Where Crane is used in the Industrial application to lift and move the weight from one place to another.
Crane moves in x (left, right), y (forward, backward) and z (up, down) direction.
Movement is simulated by keyboard buttons.

Crane system should depict the actual system with user rotating the view of angle, zoom. So it MUST be in 3D.

Please suggest, which technology to go (WPF, DirectX or FLASH).
Also is there a an off the shelf component to achieve the same. (Free or paid).
