i want read new received sms from special number in java mobile app and process it i don't know how doing this.

that will depend in the OS the phone is running on. You need to refer to the manufacturers API.
Check out their website, all mobile manufacturers nowadays provide a decent API.

i want create a general app that can run on android,java mobile OS and Symbian OS with jar extension.

You can use free Java sample program to send SMS from your PC using GSM modem connected to your computer to your COM port. You also need to download and install the Java comm api from Sun.
