need help to implement distributed firewalls

I don't have any idea from where to start implementation of distributed firewall, i have already gone through various papers and the actual implementation is on linux system but i want to implement it in C or C++. so for that i want basic implementation method so that i could understand what i have to do.

This is the 3rd time you are asking the same question. This time you have added some more text. But this does not justifies a new question. Please use the green 'Improve question' link to add information rather than posting the same question again.

But I don't think that you will get a successfull answer here (see the answers to your other questions). You have already recognized that there are implementations for Linux. So you might have a look on the source code of those implementations (it is usually C/C++).
