Are serial numbers of pen drives are unique and universal?

In my application i need to give permission to given pen drive to be allowed to access or not. I'm using pen drive's serial number to give permission here i want to know if all pen drive has serial number or not and if they have then the serial number is unique or not.

Did you try checking on multiple pen drives?

not multiple but 2-3 and all of them are from scan disk which is standard company but what if a cheap china pen drive???

There are no guarantees - they can be spoofed as well. Might be better to create a file on the drive to grant permission and then check its existence in the future.
If you need additional security you can include contents in the file and even encrypt it with a serial number / password.
