Sending data to PCI

Hi, i have to do project:
I have POST PCI diagnostic card i try to do emulator p.o.s.t codes,
it should be win app where i generate ranom "error" and send this error code to Pci card.

It should be like this:
http://www.youtube.com/watch?v=F4gkqKT0icg but maybe in MFC or something.

Do you know how start? - do i have to write driver? is any easier solution?
