None of this is a programming question. If you want to use a web service, add a reference to it, and you can just call it's methods. If you want to work with Facebook, you need to research what APIs they offer. If you want to write a C# app, go for it. If you have a specific question, please ask it

Nothing you have written, either in your "question that is not a question" nor in your "answer that is not an answer" makes any sense at all. Reread Christian's answer then read the FAQ a couple of times.
