Video surveillance using .NET core

Hello,

I am new to IP Camera programming. I would like to get a sample or direction to write a good video Surveillance application using IP Camera.
Can some one help me in this.
I did try to find out a good solution but couldn't find a workable solution anywhere.

Tried googling for the solution but couldn't find good sample or documentation.
Found some documentation on ONVIF, but thats about it.

Cheaper, and easier, buying off the shelf. Server / DVR, cameras, cables, software. A few hundred.
