TP link modem router configuration with dot net programming

i have router which is connected from ISP Provided company and further some computer connected by this and it is getting a IP address then they can be access internet but is there possible configuration add sub-net mask and limit of download and upload mean all configuration ?

What I have tried:

need guide and help to make my program please

You have some research to do; you are going to have to determine what type of service(s) you need to accomplish what you want. After that is done you can evaluate what you have and if that can accomplish what needs to be done; if not, you will need to get something else.

Services Needed: Will what you to do be best accomplished by a Proxy or by a Router? Don't know the answer to this => Do your research

What you have: Does that router from your ISP provide what you need for the services you have identified? Is there an API or something that allow you to implement this?

Need Something Else: If what you have cannot do what you need, you will have to go find it. What is out there to fulfill your needs?

Windows Server does have a "Routing and Remote Access Service" which does have some web proxy stuff in it. But will this do what you want?

Open Source Router: DD-WRT is a popular open source router firmware that can be flashed onto many models of routers (don't do this to the ISP hardware).

Open Source Proxy: ? not familiar with any
