Solution 1

Yeah, understand both languages and completely understands what the PHP code is going and rewrite the code in the .NET language of your choice.

DO NOT ATTEMPT TO DO A LINE-BY-LINE CONVERSION. It will NOT work and it WILL cause you problems.
