which language should i prefer? (C# or JAVA)
which API should i use to work on audio and VIDEO?

How would VOIP help when you want to capture video ? I don't know the first thing about Java, except that it sucks, but in C++ or C#, I'd investigate how to capture video and sound on a local machine, and how to encode and send it over a network. VOIP is irrelevant. You want to send data between machines. What the nature of that data is, doesn't matter in the slightest to the success of that part of your project.
