Not clear at all. Can you see "Improve question" above. And you need to ask a question on technology/science, if you need help. "who will help..?" is not the one. Nobody, if you are not asking a valid question.

Honestly, a Stop bullying detector something could possibly be a great idea.

There is a wide range of organizations and people that could be interested in something that help victims of various types of bullying to cope with the situation. Perhaps something that uses the GPS to message nearby "support group" members?

Yeah, that's what I thought, but what can detect them, by an apps on android phones maybe?

"Support group" members could have an app that reported their location to a cloud service, which would then notify them about a nearby "distress" message - possibly with the location shown on a map and a suggested shortest route ...

When you work on something, it’s good to believe in the value of what you’re creating – if you want to create something that helps victims of bullying you’re at least attempting to make the world a better place.

An alternative could be something that would guide hr departments when dealing with workplace bullying. Basically how to react fast, discrete and appropriately based first on “objective” information, then people, interviews, etc.

It is common knowledge that pecking order far too often determines who is right and who is wrong, which may not be right, which usually results in loss of productivity – so appropriate process guiding tool that helps to uncover the “real facts” should be welcome.
