hello I have a HEX file and I want to burn it into a chip

What I have tried:

I found a way to do this by usbisp and progisp but I want to do it by SATA cable but I don't know how to don't this

I fear you are in wrong place. Here we are helping programmers to solve programming problems.
I think you'd better find a hardware forum, and preferably Arduino forum. All members will be familiar with what is possible to do with that hardware.
