Is it possible to use java (netbean) to develop a computer based test that will select questions randomly

Yes, it is possible.
It is so basic operations, that it is possible on about any platform and any language you choose.
The only trick is as you don't want to ask the same question 2 times, you don't pick randomly the question, you need to use shuffling to ensure this constraint.
