Yes. It's called a "Developer", and it's available near you on the Employment Contract system: there is a fixed monthly cost which probably rises with inflation and depends to a large extent on the quality of the code.

It's not cheap. Unless you need really complicated code, it's probably better to learn how to do it yourself ...
