Outlook event-driven office web add-in example for VS

I am looking for an Outlook Event-Driven Office Web Add-In for Visual Studio with a .sln file. Something like an Outlook web add-in with an event that triggers when a new message is created or sent. I do not need to have an associated task pane, but I would not complain if the example had one as well.

What I have tried:

I have gotten the standard standard Outlook web Add-In that comes with Visual Studio to run in debug mode on Microsoft 365. I have found multiple examples of Outlook Event-Driven Office Web Add-Ins, but I have not been able to get any of them to work in Visual Studio. I have also found are smaller pieces of code like this and complete solutions like this developed in other compilers such as Visual Studio Code, but nothing incorporated into a complete Visual Studio solution. I have also tried to get things to work in Visual Studio Code directly but found this very complicated.
