Torch missing in v2.1.6

Does anyone know if Torch will be integrated in the next version release of AI?
As it appear I cannot get AI to work on my new pc due to this missing.

What I have tried:

I've tried to do the coding suggested on the website but my PC did not like that, saying command unknown
