We have report application (.rdlc) which was running fine but suddenly it is giving error for
Trend Micro User-Mode Hook Event Module
error and post check we have observed that w3wp.exe was not running. Post trying manually this exe is failed to run.
During trouble shooting and we have identified if we remove the
IPDMCTRL.dll
then localhost (IIS web server) is running fine but application does not work as this file is required by application.

The same setup is running on other server
C# .Net, Windows 2019, >net framework 4.7 installed on server and application uses 4.0 .Net framework.

Please suggest

What I have tried:

We have tried to create web application on different port but not working
We have tried to run w3wp.exe manually but it is failed to run and due to this IIS server local host was not working
In debug log it is identified that the exception and the crash are originating from the runtime itself so that antivirus is disabled but still issue persist

First, that's not an error. That's Trend Micro's anti-virus software preventing your site from working because it's suspicious of something in your code.

If Trend has been removed from the machine, or otherwise disabled, you have another problem.

You're going to have to show the actual error message. You might be able to get that from the Application event log.
