Can I make a form application using C# on the computer it is connected to to turn off the TV (secondary screen).

What I have tried:

My students asked if such a study could be done. If you can give even a small idea. I haven't tried any work.

No. There is no method you can call to do that over any of the video interfaces.

You CAN, however, create your own external hardware solution to send the power command to the TV over an IR transceiver. You can control that from an Arduino or Raspberry PI, which you can talk to over serial or network communication.
