Ideally you would:
1. scan the OMR Sheets on the client side
2. upload the sheet to you server
3. then use the uploaded data with your OMR library, developed by you or by a third party.

Now, what you have tried and where are you stuck? Divide the whole thing into small chunks and take one by one.
