Server.ScriptTimeout = 300 problem in page load

i have set Server.ScriptTimeout = 300 on page load .Still some time got request time out error.

Does Server.ScriptTimeout has relation with debugging mode,

does Server.ScriptTimeout work if debugging mode is set to false .??

Please help ??
