Hard to say. But remember that not all DLLs can be registered, typically only those acting as COM/ActiveX servers can be registered. DLLs just containing standard WIN32 exports are not registered and are located by the usual Windows search order for executables.

Do you think that your DLL is a COM/ActiveX server?
