Accessing multiple config files

hi,
i have two projects (proj1 and proj2) in a solution with app1.config and app2.config respectively, i have set the proj1 as start up and i want to access the data in app2.config of proj2 and display the same in the screen in proj1.
i have tried this in proj1 app1.config

<appsettings file="configFiles/otherConfigFile.config">

but i am getting this "Configuration system failed to initialize"
i tried moving the app2.config file to the same directory. still no result.

please advice me.
