block / unblock interntet connection to client machines with in a LAN network using c#.net or asp.net

hello everybody,

i need a urgent requirement from my client, that, 30 client machines are connected with a server machine with in a network in the same building, for those client machines, the internet connection will be permitted only from the server, once a request made by the client user after insert the Ethernet card to access the internet, server user will provide a user name and password to access the internet to the client machine. Can anybody know idea about this problem. Plz help me. This project will be create using asp.net web application or c#.net windows application..
