how to have an effect like this in my website

When I usually go to Microsoft website or some other sites I see something like a layer(not sure if a layer) on the first window suggests me to download "silver lite" or maybe log in to that site.the point is that till I don't close that layer I don't have access to the site.So how can I have something like that?
please help me.

Instead of asking us at random on how to copy various sites, why don't you do a couple of things:

1 - download the ASP.NET AJAX library and look through the samples of the controls in it, you'll find that they do everything you've asked for so far
2 - look at the source of the pages you want to copy to work out how they do it
3 - buy some books on HTML, javascript, AJAX, etc, so you can know what you're doing instead of directing all your whims to us, with no clear idea how anything you want to work with is done.
