how to realize toolbox with drag and drop with C# or C++

How can I realize the project that there should be a window interface, I can drag a control from the toolbox and drop it to the window interface, just like Viual studio implement a dialog project, I can drag button or static text and so on to the dialog and change the properties of the controls.

What you're asking would be a medium to large project expected to take an experienced programmer many weeks to complete from scratch.
You need to be much more specific about what you're trying to achieve and what your question is.
If you're asking about an architecture for a GUI design system then it would be better to go and study the existing ones for Qt or MFC or Winforms or Visual Basic than try to write your own without knowledge.
Create a few GUI projects first if you have not already before attempting a GUI builder or visual programming system. This is a hard project.
