Detecting custom laptop / tablet pc key presses

Is there any way to detect / temporarily disable custom keys found on some laptop or tablet PCs? What I mean under custom key is for instance keys found on HP elite books used to control the audio / open oftenly used programs etc..

I am not sure what you mean. I tried googling but found nothing. I also tried with key event handlers but it did no work
