Can we create dynamic web pages using admin panel like wordpress?

Hi Web Developer! I have one client which he wants to update website by himself to add images, text and any . Is it possible to do like that to edit content and adding images and any thing through admin panel just like WORD PRESS? I knew word press but not required for this one? Please help me out to change content, media dynamically? and is there any plugins or tools or anything else please tell me how to do......

The best way to do is to start it from the scratch as theres no straight forward way to do this. You can accept the above answer if it helps you.
