How to working with Drop down list in MVC 3.0

I have 2 dropdownlist in Mvc project. I want declare 1st as static and another as Dynamic.

1st ddlist is Country which is static I m declare in model page. I wanna give All definition for ddllist in view page without fetch from controller.

2nd is State which is Dynamic. on the base of country it fetch from database

Help me, how i can do it.
