telerik report designer independet of visual studio set up

i am facing one issue as follows.
On my local machine (windows 7) having visual studio 2010 installed , i called report builder from the below path :
C:\Program Files (x86)\Telerik\Reporting Q2 2013\Report Designer

Report builder opens as expected.

We released this functionality on windows 8 having vs 2008 installed. But not 20010.
We installed same 'Telerik_Reporting_Trial_Installer_Q2_2013' on it, and gave the path from c drive, when run the site the blank page opens instead of report builder.

Is VS2010 need to installed on the it? But this not seems to feasible to installed every .net version.
Is any such version is there which is independent of VS version.
