how to install farsi wordpress in windows8

Hi all,
I am installing farsi wordpress until step2 with the help of http://codex.wordpress.org/Installing_WordPress but when I want to run step 3, I didn't find wp-config-sample.php or wp-config.php or wp-admin/setup-config.php.
Please help me
