You're going to need to provide some more information.
- Is this to be run on a desktop PC or a mobile phone?
- Are you trying to send an SMS using your own hardware or are you using a web-based SMS provider? If you're using a provider, many of them provide code samples or at least documentation giving you some hints on getting started - this might be a good place to look.
