but i don't know if there is operating system or programming language can make them together
can windows 8 make that ???? and which language can i use ???????

There are many Frameworks that allow you to create projects in HTML5/jquery/javascript in a wrapper basically then deploy the code base to all platforms iOS/Android/Windows 8. Adobe Phone Gap is one such product:
