if web project built in vb.net version 1.1 is it going to work on web hosting site where server versions are 2.0 or 4.0?

Basically, yes, but you should try, and don't try to re-use any compiled modules, only source code, or preliminary re-build everything (always a good idea). I would say, the first "real" version of .NET was 2.0, everything before it is just not serious...

You have no choice but to try it to find out. Chances are good you'll have some kind of problem. It's impossible to tell you what though.
