It depends on what you want those apps to do, which platform they will be on (e.g. desktop, phone) will there be data storage requirements, interfaces to other hardware etc etc etc. The list is endless. So the basic requirements are ... what are your requirements!!

Solution 1

Start with the basics: Get a copy of Microsoft Visual Studio (they do an Express version for VB which is free) and that will contain everything you need to do the basics.
If you then need additional stuff such as a database, you can add SQL Server to that list, and so forth.
