I don't think you can disable task manager.

I don't believe that is possible even from Windows itself at all. Imagine the situation: your limited user is working with a program. Unfortunately, the program being not perfect (there are no perfect applications at all) hangs... Such a pity! How do you terminate it now, if you don't have the access to the Task Manager? Indeed, you can always forcibly turn off the PC, but that is the last thing you want to do, right?
