I have a Silverlight web application end user with open file dialog select a excel with .xlsx format in client side,I need some codes for convert that file to xml format

XLSX is a compressed XML file, so you just need to uncompress it. A google search will find you some utilities that may help.

I have no experience for silver light. But i can suggest you that try to add external references of dll for c# classes involved in doing conversion & then utilize them.

First read the excel file and store all data to datatable. then convert the datatable to xml.
