how to set read only mode for excel in asp.net using C#

I have an Excel File in Files Folder in my Solution Explorer.
on web page I have a button and on button Click excel gets downloaded.
but want this excel download in read only mode.

Please Help!!

Iworkbook workbook=application.workbooks.OpenReadOnly(filename);
?
