Serial Port Communication

I have two separate applications (one is a web service and the other is a desktop application) that requires access to the the same serial port on the same computer but only one application can use the port at any particular time.
I need a simple logic on both applications that will determine when the port is free so that the application that need it can use it or wait for the port to be free.

P.S. : Both applications were written in c# .NET 4.0
