Hi,

Any idea about to find the point e.g.(4,5)is present in the cylinder with center start point and end point with radius,

It seems you have no idea what cylinder is - in geometry. It's a 3D object so your approach of 2D seems wrong all the way.
Here the steps you may follow:
1. Learn about cylinder[^]
2. Google for your question (sample finding - http://www.flipcode.com/archives/Fast_Point-In-Cylinder_Test.shtml[^])

I already work it out this link, its is for 2D, and it works fine for some points and doesn't for some point.

You didn't got it - there is no such a thing 2D cylinder, such a thing may be an ellipse...
For ellipse is a pretty easy computation - again use Google...
