That isn't really a question - it's too broad without any context.

There are many operating systems which have no file system - most of them are specialised and primarily aimed at the embedded market.
So there is no "answer" we can give you because there are far, far too many possible instances of OSes without file systems!

From Wikipedia[^]: "An operating system (OS) is software that manages computer hardware resources and provides common services for computer programs. The operating system is an essential component of the system software in a computer system. Application programs usually require an operating system to function".
Note it doesn't mention a file system. Most well known operating systems do provide file systems, because they give tremendous practical advantages, however it is not a required component.
