bootstrap affix with small circle

I want to create a navigation link at the right hand side.
this is the closest example i found on internet: Click me[^]

but instead of link button i want to show in circle form, the text will shows when user mouseover. example here: http://s29.postimg.org/6o0f88qkj/side.png[^]

can anyone help me?
