RASPHONE AND RASDIAL in VB

I have attempted to use Rasdial and rasphone to connect and disconnect a certain network connection that is being used for VPN. I would like to know how to code this line in simplest form into my VB application that will allow me to use the buttons on my form to do so. Also if anyone has time is there a way to also script an Internet Explorer kill all open windows?
