Why would you think changing the content of a file somehow changes the URL?

i want to use this in a c# form application, the apllication downloads the file and shows at form... and if i use the WebClient() class i need to say which is the txt files url .. and if i change the url i dont have how to change the url in the APPLICATION wich is given to someone..

None of that makes any sense and has nothing at all to do with the question you asked.

The problem is that you are very short on details about how your URL is being created in the first place. Wes is right, it really is not making much sense.
