Raise Object's Surface

Hi all ,i am trying to develop a 3d game for android.The user will have several 3D Building models and i want to create Tools for the user to be able to Transform/Modify the 3D model.Kind of a mini 3D application for android.One tool i thought of creating is that one that can Raise or Lower a selected area on the Objects Surface.Can you point me to some guide,tutorial or something that will help me begin please.Know that i am a begginer in java.Thank you in advance!
